Admissions without GRE scores

I had come across many posts on different forums where students ask for universities which do not require GRE scores...

There are many universities which do not require GRE scores. Many coaching sites and forums display the names of universities which do not require GRE scores from US citizens or from students who had done there undergraduation from US. However, for international students submitting of GRE scores is mandatory with the application, in these institutions.
